Act No. 144 of 1999 amending sections 34 and 36 of the Nature Conservation Act.

The amendments concern the application of provisions of building laws for the protection of landscape. Such provisions shall not apply to areas for which a general or detailed plan is in force. The other amendment prohibits the installing of advertisement constructions, etc. outside areas the planning of which is governed by a detailed plan.

The amendments of the principal Act concern the responsibility of the State to pay compensation for, and in particular for assessment of compensation in the case no settlement can be reached, the assessment of projects and plans on significant adverse effect on the ecological value a site included in, or proposed by the Council of State for inclusion in, the Natura 2000 network. Section 66 concerns granting of permits to implement a project and adoption and ratification of plans

Decree No. 895 of 1999 on land use and building.

This Decree, in implementation of the Act on land use and building, provides for land use planning and assessment and monitoring of impact on the environment of planned activities. Article 1 lists environmental features that must be taken into account in regional land use planning. The Ministry of the Environment shall organize the monitoring of the state and development of land use and the built environment, and the maintenance of the necessary database. Preparation of national land-use objectives shall be organized so as to allow for public debate and interaction.

The objective of this Act is to ensure that the use of land and water areas and building activities on them create preconditions for a favourable living environment and promote ecologically, economically, socially and culturally sustainable development. The Act also aims to ensure that everyone has the right to participate in the preparation process, and that planning is high quality and interactive, that expertise is comprehensive and that there is open provision of information on matters being processed. Objectives in land use planning are set out in section 5.

The Act regulates the establishment and administration of mortgage societies. A mortgage society is a credit institution referred to in the Act on Credit Institutions (1607/1993). It may be established for public purposes. Its particular purpose shall be to use funds mostly acquired as long-term loans to grant long-term loans mainly against a mortgage or other safeguarding collateral. Mortgage societies shall be entered into the Trade Register. The decision-making power of the members of a mortgage society shall be used by the members present at the meeting of the society.
