This Act makes provision with respect to soil conservation in the Scotland District and for this purpose establishes the Scotland District Soil Conservation Board.The Board shall advise the Minister on the utilization of lands in the conservation area, i.e. the area as set out in the First Schedule to this Act. It shall also examine proposals concerning the conservation and improvement of land in the conservation area submitted to it under this Act by the Chief Agricultural Officer. The Act also establishes a Soil Conservation Review Committee which shall hear appeals against orders made by the Ministers under this Act regarding use of land, cultivation, the conservation and control of water, keeping of livestock on land and depasturing and the construction and maintenance of soil conservation works.The Act also grants powers to the Chief Agricultural Officer to carry out water and soil conservation works and other powers of the Minister in respect of soil conservation including regulation-making powers. In the exercise of their functions under this Act, the Board, the Minister and the Chief Agriculture Officer shall have regard to the coastal zone management plan referred to in the Coastal Zone Management Act.
