This Instruction deals with the criteria for the granting of leases for pastures and meadows by local authorities and lays down rules for the use of such agricultural land by leaseholders. Lease contracts for animal grazing with local legal and natural entities are entered into by the district subordinate bodies of the General Directorate of Forests and Pastures according to priorities: (1) with villagers who are livestock owners and are nearest the location of the pasture or meadow; (2) with livestock owners within the Commune and are near the location of a pasture or meadow; (3) with livestock owners within the district and are near the location of the pasture or meadow; (4) with livestock owners within the prefecture; (5) with livestock owners of other districts; (6) priority shall be given to those with the largest number of animals. Grazing is allotted on the basis of a zone or parcel system with the aim that it is operated rationally. Various other obligations of the leaseholder are specified. The last part of this Instruction concerns obligations of subordinate bodies of the General Directorate of Forests and Pastures and the local legal and natural entities that lease pastures in use.
