Certains pays d’Afrique subsaharienne souffrent d’un excès d’eau, comme le Soudan du Sud qui arrive septième au classement mondial des risques d’inondation, alors que des pays de la Corne de l’Afrique subissent une sécheresse persistante et intense qui plonge 26 millions de personnes dans une situation d’extrême famine.
Ces phénomènes sont source de profonde insécurité hydrique pour des dizaines de millions d’Africains qui dépendent des rivières, des lacs et des nappes phréatiques pour leur santé et leurs moyens de subsistance. Les chocs climatiques, les troubles économiques et les bouleversements provoqués par les conflits aggravent l’insécurité hydrique sur l’ensemble du continent.
Les possibilités offertes par les ressources en eau de l’Afrique sont pourtant considérables et pourraient contribuer à stimuler sa croissance économique. Voilà précisément ce que le programme de Coopération pour les eaux internationales en Afrique (CIWA) de la Banque mondiale s’est efforcé de faire durant l’exercice qui s’est achevé en juin 2023, comme en témoigne son nouveau rapport annuel 2023 — L’eau ne connait pas de frontières : promouvoir la paix, la durabilité et l’équité en Afrique subsaharienne.

Le monde peut parfois sembler englué dans une crise permanente. À chaque catastrophe, de la pandémie de COVID-19 aux conflits qui font rage, ce sont les populations rurales les plus pauvres qui sont les plus gravement affectées.
Ainsi, lorsque la pandémie a fermé les marchés, les habitants des zones rurales se sont vus dans l’impossibilité de vendre leur production. Lorsque la guerre en Ukraine a fait monter le prix des denrées alimentaires et des engrais, de nombreuses familles rurales se sont vues privées d’accès à une alimentation nourrissante faute de moyens. Face aux catastrophes naturelles ou climatiques, ce sont les populations vulnérables qui souffrent le plus. Au Sahel, le désert avance et engloutit les terres des petits exploitants et exploitantes, tandis qu’en Asie du Sud-Est, les champs sont inondés sous l’effet de la montée du niveau de la mer.

A l’occasion de là 6è édition du forum national sur le foncier organisé par le Comité de pilotage de la Plateforme nationale sur la gouvernance du foncier et des ressources naturelles, Dr Ibrahima HATHIE, économiste et chercheur émérite à l’IPAR, a animé la conférence inaugurale du forum sur le Nexus « souveraineté alimentaire et foncier » en vue de mettre en exergue l’importance du foncier dans l’atteinte de la souveraineté alimentaire.

En Afrique de l’Ouest et à Madagascar, les réformes de décentralisation sont ancrées dans des contextes historiques qui ont une incidence forte sur la portée du transfert de pouvoir du niveau central vers le niveau local. Dans plusieurs pays, les trajectoires des réformes foncières se sont inscrites dans ce processus de décentralisation de la gestion foncière et se sont traduites par le transfert d’un certain nombre de prérogatives aux collectivités territoriales et aux communautés locales, afin d’assurer la fourniture de services publics de proximité et de qualité en matière de reconnaissance et de sécurisation des droits fonciers.

Un atelier d’élaboration du plan d’action genre et foncier s’est tenu dans la capitale touristique du Sénégal. Cet atelier a regroupé les représentants des acteurs intervenant sur le foncier et les structures étatiques.
L’objectif global de cette rencontre était d’élaborer, sur la base des résultats des études existantes sur le foncier(ODD), un plan d’action genre et foncier en vue d’alimenter le plan d’action d’institutionnalisation du genre pour consolider et pérenniser les acquis d’intégration du genre et de prise en compte des besoins specifiques des acteurs et cibles du secteur agricole.
Selon Cheikh Oumar Ba de l’Ipar, sans l’accès des femmes à la terre, il sera véritablement difficile d’accéder à la souveraineté alimentaire...« Une fertilisation des connaissances croisées reste la bienvenue », a-t-il conclu...

Le buffle africain, espèce emblématique des grands espaces sauvages, est le sujet d’un ouvrage collectif en anglais et intitulé Ecology and Management of the African Buffalo, publié près de 30 ans après le dernier ouvrage de référence dédié à l’animal. Celui-ci synthétise les connaissances acquises au cours des 15 dernières années par 70 experts. Il s'adresse à un large public, englobant la communauté scientifique (chercheurs, étudiants), les gestionnaires de la faune, les touristes, les chasseurs, ainsi que toute personne passionnée par cette espèce emblématique. Grâce à l'appui financier du Cirad et de la Fondation François Sommer à Paris, ce livre est accessible gratuitement sur le site de Cambridge.

Face à un contexte de défis multiples, les acteurs pastoraux de cette région ont adopté une stratégie de commercialisation transfrontalière des petits ruminants. Cette approche, élaborée et mise en œuvre par des agropasteur.e.s déterminé.e.s, a non seulement renforcé leur résilience mais aussi stimulé l’économie locale. Ces communautés ont su transformer les obstacles en opportunités, soulignant la flexibilité et la robustesse de leur modèle économique.
