In accordance with the division of the State into (a) Eastern and Central Division; and (b) Western Division, the Act makes provision for the administration and management of Crown land in the Eastern and Central Division of the State.
These Regulations implement the Land Administration Act 1997.The Regulations provide for the delegation under section 9(1) of powers conferred or duties imposed by the Act to convey or transfer the fee simple in Crown land.
This Act provides rules relative to sale and other transactions concerning land. It also concerns (statutory) mortgages, easements and selected matters regarding leases. The Act requires contracts for sale etc. to be in writing. All conveyances of land or of any interest therein are void for the purpose of conveying or creating a legal estate unless made by deed.
This Act makes provision with respect to security of tenure. It provides for the protection of tenants by defining their rights and by allowing statutory tenants to register with the Registrar of Tenants' Rights appointed under this Act.

These Regulations of the Minister of Lands and Rural Resettlement made under section 39, as read with section 7(a), of the Agricultural Land Settlement Act, concern the conditions and procedures for the issuing of Agricultural Land Settlement Permit. Every permit is issued subject to the terms and conditions specified in these Regulations.
Sections 10, 11, 12 and 13 of the principal Act are repealed by this Act. The repeal of sections 10, 11, 12 and 13 of the principal Act shall not affect: (a) any declaration, order, or rule made, certificate authority or permit granted, registration effected or other thing done; or (b) any right, privilege, obligation or liability acquired, accrued or incurred.
The Act amends 10 points of the Act on rental of agricultural lands, agricultural enterprises and forest lands. In particular, the Act amends provisions concerning rental of land for agricultural purposes through undertakings (art. 10, 12 of the amended Act).
