This Regional Law establishes that priorities of land policy shall be state regulation of land relations with a view of conservation of precious land, protected areas and agricultural land with a view of conservation of ecosystems and traditional Cossack forms of land tenure.

This Regional Law regulates relations in the sphere of institution (organization), conservation and protection of protected areas.

This Regional Law delimits plenary powers between state regional bodies in the sphere of land relations.

This Regional Law regulates relations dealing with ownership, management, tenure and disposal of agricultural land and shares in common property of agricultural land. It shall not be applicable to agricultural land allotted for subsistence farming, gardening, horticulture and stockbreeding.

Article 1 of the above-mentioned Law establishes that a special Fund shall be created to finance measures concerning the creation, preservation, acquisition, creation or protection of valuable landscapes and townscapes, of natural and cultural objects, as well as recreational areas.
