   These Rules, made by the Minister under section 65(5) of the Planning and Subdivision Act, 2010, concern the composition, functions and procedures of the Subdivision and Development Appeal Board established under section II of the Act and provide rules with respect to appeals to be made to the Board from decisions of the Town Planning Committee appointed under section 5(1) of the Act. Subject to section 66 of the Act, a decision of the Board is final.

   La presente Ley tiene por objeto el fomento, desarrollo y protección integrales del sector agrario. Para la ejecución de la política agraria (cap. IV), mediante el artículo 23, se crea el Instituto Nacional de Desarrollo Agrario (INDA), como entidad de derecho público, con ámbito nacional, personalidad jurídica y patrimonio propio, adscrito al Ministerio de Agricultura y Ganadería. El INDA substituye en sus funciones al Instituto Ecuatoriano de Reforma Agraria (IERAC).

   This Act vests all Crown lands in the Governor-General and prvides for some matters with respect to dealings in Crown lands.“Crown lands”are all lands already acquired or to be acquired by the Government and not otherwise vested by law. The Governor-General may appoint, for purposes of dealing with any Crown Lands, such Land Board as he or she shall think fit and may appoint a Land Officer for carrying out the purposes of this Act. The Cabinet may make Regulations with respect to the terms and conditions on which Crown Lands may be rented, leased, occupied, sold or otherwise dealt with.

   Part 1 of the Article 6 acquires a new wording : « Land charge for the plots of land within the boundaries of rural settlements and gardening associations conceded to citizens for the purpose of individual and collective gardening, small-holding and stock-breeding, for personal subsidiary small-holding, as well as those conceded to legal persons for other purposes and to cottage construction cooperatives in the rural areas must be established for the whole area at the rate of one kopeck per square metre ».

   Despite its title, this landmark statute provides the mechanisms for the implementation of a policy of integrated management of land and allied water resources, primarily in a non-urban context, and the institutional arrangements needed to administer and operate such mechanisms (sect. 1). It was enacted largely in response to the state of divided and compartmentalized responsibilities of the central, regional, and local governments in the management of the above-mentioned natural resources.

    The present Law implements the Federal Act on acquisition of land by persons abroad of 16 December 1983.. Article 1 establishes that the acquisition of land shall be authorized if this serves as principal residence. The text consists of 11 articles divided into 5 Parts as follows: Cantonal license reasons and restrictions (I); Licensing and complaint authorities (II); Licensing and complaint procedures (III); Fees (IV); Final provisions (V).
