   This Chapter provides in respect of certain matters relative to the sale, gift, exchange, or any other method of disposal of land. There is created a Land Commission which shall endeavour to prevent the monopolistic ownership of land and undesired alienations of communal lands by those charged with the management and control thereof. For this purpose the Commission shall make recommendations to the Governor respecting the approval or disapproval of instruments affecting the title, ownership or possession of land which require approval of the Governor pursuant to section 4.

   This Act provides for the establishment of coastal management program and the designation of coastal zone and special management areas and related matters. The American Samoa Coastal Management Program (ASCMP) is established as an office within the Executive branch. The Office of Development Planning shall be the designated territorial agency, as required by federal law, for the administration and implementation of Program. The general purpose of ASCMP is to provide effective resource management by protecting, maintaining, restoring, and enhancing the resources of the coastal zone.

   This Act declares that it shall be the public policy of American Samoa and the purpose of this Chapter to promote soil and water conservation by creating a Soil and Water Conservation District to advise on methods of preventing erosion, and protecting and improving water quality.

   This Act makes provision for the control of the development and use of publicly owned wetlands and submerged lands and especially of areas subject to adverse possession by virtue of adjacent private property. All exploration, development, water or non-water dependent uses of submerged lands or extraction of petroleum deposits or mineral deposits which may be located in submerged lands of the Commonwealth require an approved license, lease, or permit from the Secretary of Lands and Natural Resources.

   This Act prescribes that an applicant for a village lot or his or her spouse must not own or have any interest in any village lot or have been a recipient of a village homestead lot.However, any applicant who has met all the above requirements and who had been a recipient of a village homestead lot may be eligible to receive a village homestead lot if he or she has been divested of a village homestead lot by a Court decree pursuant to a divorce proceeding which awarded that village homestead lot to either the children or the applicant's former spouse.

   This Act establishes the status of first priority of persons that are not married or have no dependents to purchase village lots and have made an application for this purpose more than three years before consideration of status. The Act also prescribes that no person may be permitted to enter upon or acquire rights to a village homestead unless that person has been a domiciliary in the senatorial district in which such homestead is being applied.

   This Act introduces a 100 percent tax reduction for persons that received cash compensation by the Commonwealth Government in exchange of transfer of the title in their land to the Government. Other landowners that exchanged their land for publicly-owned land were not required to pay taxes on the transfer. This Act remedies the unequal treatment prescribed by previous legislation.

    This Act amends the Land Compensation Act in relation with compensation for the acquisition of private lands for right of way purposes by the Marianas Public Land Authority and other claims involving private land acquisition permitted by applicable laws. The purpose of right of way includes public road construction, construction of ponding basins and protection of wetlands. The Act also concerns the method for valuation of land and some other matters.
