GESTERRA was a programme that was implemented between 2013 and 2019, aiming to establish a well-designed and regulated, transparent and implemented land governance system as the basis for inclusive social and economic development. The programme had two main components: (i) Land governance for an integrated vision of land management and land administration, and (ii) Land administration services and building of the National Land Cadastre. The programme focused on institutional capacity building, system development, and de-centralised roll-out of the land administration system. Through DINAT, the National Land Registry in Mozambique (the 'Direcção Nacional de Terras), the Government of Mozambique would be able to lead the land management process and play a critical and constructive role in land governance, with improved communication and enforcement of technical norms and standards for land administration, as well as monitoring and quality control.
