Despite progressive provisions on gender equality in Tanzania’s land laws, women have little representation in land allocation decisions. Mainstreaming gender in local regulations can help address this problem. The Tanzania Women Lawyers Association, in partnership with the World Resources Institute and Lawyers’ Environmental Action Team, developed model by-laws to improve women’s participation in local-level decision-making on village land management. This took place in Kidugalo and Vilabwa villages in Kisarawe district.

This Order, made under the Planning Act 2008, provides for “development consent” for a large specific wind farm project. This project shall conform various environmental standards and plans. The undertaker of the project shall also have regard to various requirements regarding discharge of water and protection of water resources. Although increased global demand for land has led to renewed interest in African land tenure, few models to address these issues quickly and at the required scale have been identified or evaluated. The case of Rwanda's nation-wide and relatively low-cost land tenure regularization program is thus of great interest. This paper evaluates the short-term impact (some 2.5 years after completion) of the pilots undertaken to fine-tune the approach using a geographic discontinuity design with spatial fixed effects.
