This paper focuses on legal and economic instruments of the multi-donor-driven land reform in Cambodia with its overarching aim of achieving tenure security and reparation after the Khmer Rouge. Land tenure applies to state public/state private property and private property. The essential property form for public land management is state public property.

The Land Law of 2001 was a landmark statute intended to strengthen and protect the rights of ordinary Cambodian landholders. A land titling programme (LMAP) was initiated soon afterwards, with extensive World Bank and donor support.

The purpose of this dissertation was to discover possible shortcomings in the land registration processes and to indentify minimal adjustments for a successful land registration initiative in Cambodia. The enjoyment of collective ownership from 1979 to 1989 witnessed the failure of this system and therefore the country signalized a need of a new property system.

This paper aims to describe the status of land reform in Cambodia by looking at the background information, general approaches and basic types of land reform from the world’s views and experience, and the efforts taken thus far on land reform in Cambodia.

ABSTRACTED FROM SUMMARY: One of the peculiarities of the Vietnamese land system is the existence of a ‘zero state’ with regard to land institutions: all the country’s existing land institutions were put in place in the last 25 to 30 years. However, this does not mean that there is no history of such bodies; indeed, those that are now emerging carry the traces of each past period.

In Cambodia, an increasing demand for land has accompanied rapid economic expansion over the past decade, leading to land tenure insecurity for many of the country's poor. Despite the adoption of a new land law in 2001 and the establishment of the Land Management and Administration Project (LMAP) in 2002, tenure problems have continued.

Access to land for smallholder farmers is a critical foundation for food security in Myanmar's uplands. Land tenure guarantees seem to be eroding and access to land becoming more difficult in some upland areas. If this trend continues it may have negative impacts for food security and undermine environmental and economic sustainability.

The Outlook is a diagnostic tool that provides a comprehensive overview of local development trends in Cambodia. It also discusses policy and governance reforms aimed at reducing disparities and exploiting the enormous potential of Cambodian territories.

Cambodia has a land area of 181 035 square kilometers and a population of almost 14 million people (2008). In 2008, about 82 percent of the households lived in rural areas. A large majority of these households engage in rice- based agriculture, collection of forest products and livestock production.

Since the 1980s, while trying to maintain political stability and territorial integrity, the Vietnamese state has strongly moved towards the transformation of a centrally-planned economy to a more market-oriented model, in which private, foreign and joint-venture businesses are increasingly becoming the key pillars of the national economy.

Building upon the technical paper containing a review of the existing literature on the potential costs and benefits of adaptation options (FCCC/TP/2009/2), this report synthesizes information contained in submissions from Parties and relevant organizations, and other relevant sources, on efforts undertaken to assess the costs and benefits of adaptation options.

In 2010, the ILC Secretariat decided to update information contained in the 2004 publication, so as to have a new basis to work more closely with and through CEDAW at national level. The update gives more visibility to the CEDAW Committee’s Concluding Observations and, accordingly, also to the CSOs’ shadow reports feeding them.
