Land policies are of fundamental importance to sustainable growth, good governance, and the well-being of, and the economic opportunities open to, both rural and urban dwellers - particularly the poor. To this end, research on land policy, and analysis of interventions related to the subject, have long been of interest to the Bank's Research Department, and other academic, and civil society institutions.
Participants in this workshop reviewed and discussed findings from the research project‚ Policies for Sustainable Land Management in the Highlands of Tigray, Northern Ethiopia, begun in January 1998, and from other related research being conducted in the highlands of Tigray by Mekelle University and its collaborators.
The dramatic increase in migration and settlement in several areas where indigenous people live is leading to a multitude of problems for the original inhabitants. Lowland immigrants are taking advantage of the vulnerable situation of indigenous people, and the absence of regulations, to lay claim to the people’s traditional lands. Illegal land transactions are taking place at an alarming rate without thought of the problems that would result from widespread landlessness among indigenous peoples or the impact this is likely to have on the remaining forested areas.
This paper examines the impact of a land reform in Viet Nam which gave households the power to exchange, transfer, lease, inherit and mortgage their land-use rights. We expect this change to increase the incentives as well as the ability to undertake long-term investments on the part of households. Our difference-in-differences estimation strategy takes advantage of the variation across provinces in the issuance of land-use certificates needed to enforce these rights.
ABSTRACTED FROM THE INTRODUCTION: My focus in this paper is on the kinds of development pursued by state agencies and large international aid organisations, and specifically, the displacement effects of what I am calling the new land tenure reform agenda. I will illustrate my arguments through an account of the Land and Forest Allocation Programme in Laos.
Thailand has experienced rapid deforestation especially since the 1960s. While large areas of forestlands were designated as national forest reserves, many forests were actually converted into farmlands. This article focuses on the institutional and administrative aspects of the national forest reserve system, the core institution of forest conservation in Thailand, and examines the institutional structure, historical process mostly since the 1960s, and procedures of the national forest reserve system and related policies at both in national and local levels.
Africa is the fastest urbanizing region in the world, with the population doubling almost every
20 years. The rural population is growing at a rate of 2.5 per cent per annum, while the urban
population is experiencing 5-10 per cent growth per annum. Urbanization becomes a source
of concern when the challenges it poses are far beyond the national management capacity.
Op verzoek van de Rijn-Scheldedelta heeft Alterra in samenwerking met O2 Consult een onderzoek gedaan naar de mogelijkheden voor regionale samenwerkingsprojecten binnen de Europese Interreg-fondsen tussen de Rijn-Scheldedelta en ander Europese regio's. Hiertoe is eerst een landschappelijke analyse van de Rijn-Scheldedelta, andere deltagebieden en vergelijkbare landschappen gedaan. Dit rapport vormt de weerslag van zowel de analyse als de zoektocht naar partners.
