Land in Ethiopia is held by the state, who acts as a custodian for the Ethiopian people. Even though it is the state which controls land ownership, farmers and pastoralists are guaranteed a lifetime ‘holding’ right that provides rights to use the land, rent it out, donate, inherit and sharecrop it. Everything except sell and mortgage it. On paper and under existing formal laws, women have equal rights to men as far as use and control of and access to land is concerned.
In the next 30 years, Africa’s population is expected to double, and the continent will be home to 2.5 billion people. Almost half of this population will be living in urban agglomerations. After the political change in Nepal of 1951, leapfrog land policy improvements have been recorded, however, the land reform initiatives have been short of full success. Despite a land administration system based on cadaster and land registries in place, 25% of the arable land with an estimated 10 million spatial units on the ground are informally occupied and are off-register. Recently, a strong political will has emerged to ensure land rights for all.
Long-term, sustainable and responsible ways to access and share data are fundamental to all efforts to support sustainable development and particularly salient to improving land governance and securing land rights for landless and vulnerable people. The COVID-19 pandemic has unequivocally demonstrated that the need for land rights has never been greater, as governments have shut down land administration systems and rolled back regulations protecting vulnerable communities.

In Uganda land remains the most sought–after natural resource;but legal and structural mechanisms have not been effective in addressing illegal land evictions faced by vulnerable communities. Most local investors have taken advantage of the structural gaps in land administration which have exacerbated the issuance of multiple titles. The Global Land Indicators Initiative (GLII) platform was established in 2012 through the joint effort of United Nations Human Settlements Programme (UN-Habitat), the World Bank and Millennium Challenge Corporation with the aim of making global-scale monitoring of land governance a reality by 2021.
The need to step up monitoring of land governance issues drove the establishment of the Global Land Indicators Initiative (GLII) in 2012 by Millennium Challenge Corporation, the World Bank, and UN-Habitat. The platform is hosted and facilitated by Land and Global Land Tool Network Unit in UN-Habitat.
Benin introduced new instruments to register customary land rights in the 2013 Land and Domain Law, which was updated in 2017. The BMZ supported “Promotion d’une Politique Foncière Responsable (ProPFR)” project is testing these instruments together with scalable implementation modalities in the Borgou department (Benin). This work is complemented with a rigorous impact evaluation to assess changes in tenure security, agricultural investments and food security. The baseline survey was completed in 2018 and includes 2,968 households in 53 villages in the Borgou.
