Utaran began work on the Sustainable Access to Land Equality (SALE) project to ensure transparency and accountability in land governance in December 2012, in partnership with CARE Internaional UK and Manusher Jonno Foundaion (MJF). The project engaged communiies in three pilot upazilas - Amtali Upazila of Barguna District, Mohanpur of Rajshahi, and Sadar of Jamalpur-to raise the awareness of vulnerable landowners about land administraion, and to effect transparent processes for selecing landless people and for khasland setlement.

As part of its efforts to improve the rural economies of its client countries, the World Bank is supporting programs to strengthen land administration and undertake land reform. Land administration projects can include a variety of activities. Usually, the most expensive and that which is most likely to have direct, tangible benefits is land titling. The provision of titles to landowners is only part of complex process, however. Titles by themselves are unlikely to bring lasting benefits unless there is a functioning registry and cadastre and a system to adjudicate disputes.

Governments have power to compulsorily acquire land or other interest in land for a public purpose subject to prompt payment of the compensation to the affected persons. The process of land acquisition involves several government departments which have different mandates depending with the purpose of the acquisition. In several instances departments involved have been seen to be disjointed hence causing gaps and unfinished work in the whole process.

The content of the paper is primarily based on a literature review though the challenges identified with these new approaches are based on observations from the author’s own on-going research on the land tenure reform in Mozambique.
