administration in the pre-colonial, colonial, independent and modern Kenya. At the core of the
statement of the problem of the study lie issues of land tenure and sanctity of land titles in
Kenya. Amazingly, the issues that form the nuclei of the “Land Question” in Kenya are closely
intertwined with the socio-economic and political climate prevailing in the country. Hence, the

This report presents experiences discussed at a workshop on the use of collaborative business models in agricultural investments, which aimed to facilitate the exchange of experiences and lesson and to generate lessons from local initiatives to be fed into international processes. The focus was on agriculture defined broadly to include agri-food, biofuels, timber plantations and other agricultural commodities. Examines the literature on Uganda’s tenure systems, including the legal and administrative frameworks and their implementation at the local level, analyses the relations between these elements and tenure security and discusses ways in which land may relate to economic activities. Implementation of reforms has been slow and partial. The literature shows that the division of labour between land administration institutions at the different administrative levels is not clearly spelled out and that they are often inaccessible at the local level.
