La presente Ley establece el procedimiento a seguir para la expropiación de fondos por razones de utilidad pública. Las presentes disposiciones especifican los sujetos de la relación expropiatoria y cuáles son los objetos expropiables, tanto del dominio público como privado. La Ley regula con detalle el procedimiento administrativo y la determinación de la indemnización a ser correspondida.

This Ministerial Decree validates the rules for provision of public services and amenities in urban areas, except for the city of Minsk. The provisions include greening of urban areas, sanitary cleaning of the territory, i.e. consumer waste collection, sorting and disposal, organization of recreational areas for the population.

La présente loi abroge et remplace les dispositions des articles 1 et 2 de la loi n° 72­02 du 1er février 1972 relative à l’organisation de l’Administration territoriale. This Regulationt enforces the Law of Urban Land of 13 September 1987. The Regulation consists of 75 articles divided in 5 Chapters: Definitions and Regulations related to the Land Construction (I); Rules regarding Recognition of Land (II); Purchase and Ownership of Lands (III); Preparation, Construction and Transfer of Land Ownership (IV); Miscellaneous Provisions (V).The Regulation defines the concepts and explains the provisions of the Urban Land Law based on the Civil Code and other prevailing Act.

There is hereby established the legislative framework in matter of urban planning, taking into particular account the economic and social development at the national and local levels and the protection of the environment.

This Decree-law concerns the land valuation system based on the complex effect of climatic features and soil quality as featured in the national uniform soil map. Land valuation procedures are to be applied to agricultural land and forests in the outskirts and in closed gardens and to large-scale cultivation in urban land. The Minister supervises land valuation through the executive board of county (capital) councils. Territorially competent land administration offices have first-level jurisdiction.
