Le présent guide sur Le régime foncier et le développement rural a été préparé pour familiariser les lecteurs avec les questions clés liées au régime foncier, et plus particulièrement celles concernant l’insécurité alimentaire et le développement rural. La négligence dont fait trop souvent l’objet le régime foncier lors des interventions de développement rural a souvent des effets néfastes très durables. Il est essentiel d’analyser les aspects pratiques du régime foncier pour déterminer quelles sont les personnes qui ont accès aux terres et sous quelles conditions.

Policies have considerable impact on people’s livelihoods. They influence the access people have to livelihoods assets and the strategic possibilities for employing these assets to reach favourable livelihoods outcomes. However, policies developed at central level are often not responsive to the policy needs at local level and, therefore, not conducive to local livelihood strategies. Local populations, especially poor and marginalized groups, have often a very weak or only indirect influence on the policy framework affecting their livelihoods.

Readers are invited to submit manuscripts in English, French or Spanish on research and analysis of issues related to land reform, land settlement or cooperatives. Submitted manuscripts are read by members of the Editorial Board and also by outside reviewers. Authors are requested to provide an alphabetical reference list at the end of the article.

The papers contained in this issue have been selected from those presented at a series of workshops, held in 2002 in Hungary, Uganda, Mexico and Cambodia, that were organized by the World Bank jointly with the Department for International Development (DFID), the French Ministry for Foreign Affairs, the German Agency for Technical Cooperation (GTZ), the United States Agency for International Development (USAID), and with FAO, the Inter-American Development Bank (IDB), the African development Bank (AfDB), the European Union (EU), the International Land Coalition, Oxfam, and other bilateral an

This study investigates the political and contentious nature of access to mountain natural resources by poor, disadvantaged and marginalized people, including women and youth, and the policy processes associated with access and development over time. This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable access to resources is achieved.

The report summarises the papers, presentations and discussions of a workshop on failures and achievements at securing women’s land rights. In particular, it addresses the following issues: Land rights and legal reforms,legal aid and land administration practice, women's land rights in an HIV/AIDS context,women's land rights from a food security and livelihoods context. Organised by the FAO and Oxfam, the workshop seeks to establish global and multi-sectoral alliances and multiple strategies as a means of breaking out of the present impasse in this matter.

Esta guía sobre Tenencia de la tierra y desarrollo rural ha sido preparada para que el lector se familiarice con los asuntos claves de la tenencia de la tierra, especialmente cuando dichos asuntos se relacionan con la inseguridad alimentaria y con el desarrollo rural. Muchas veces las cuestiones de tenecia de la tierra son ignoradas en las intervenciones de desarrollo rural, y ello suele tener efectos duraderos muy negativos.

The consultancy required a Project Completion Report of DFID’s support to the Kenya Land Alliance (KLA) and advice to DFID on possible future activities that would support pro poor land reform in Kenya. This final report has been prepared following the comments on the draft report by the Hon Kimunya, Minister of Lands and Settlement, and senior managers in the Ministry, the responsible DFID-Kenya officials and KLA’s Co-ordinator.
