Ce décret donne les définitions des terrains urbains et ruraux pour l'application du décret même et fixe les montants minima de leur mise en valeur, pour les zones urbaines de construction à caractère définitif et pour les terrains ruraux. Il fixe aussi les prix minima de cession et de location. En particulier il établit, pour les terrains ruraux, que leur attribution a lieu moyennant le paiement d'une somme égale au double de la redevance annuelle, fixée à son tour par la loi des finances.

The regulation contains the procedures and considerations for the allotment of land plots. The Regulation makes specifically provision for agricultural land. In the case of "condemnation" or temporary use of land for state or public needs land users or landowners are entitled to compensation. Land plots alloted to citizens, farmers and collective farms can be alienated when new land plots are alloted to them by agreement. (40 articles)

These Regulations issued in implementation of article 56 of the Land Management Law, provide for (a) registration of landownership and land-use rights; (b) the systematic surveying of lands, land-use planning, and other mechanisms to control land use; (c) procedures for the expropriation of land needed for public construction purposes; (d) restrictions on the use of agricultural land for housing purposes; and (e) criteria for the determination of the kind and amount of fines payable for offences committed under the principal Law.

In compliance with article 77 of the Constitution, this Decree creates an Agricultural Reform Committee for each local government council. This Decree is divided into 20 articles dealing with duties and competencies of such Committees and Sub-Committees. Administrative duties and competencies (arts. 3-7). Each Committee shall enjoy the administrative support of its own secretariat and may also benefit from technical experts' consultancy by requesting it to the National Council of Agricultural Reform (art. 8).

These Rules implement the Crown Lands Ordinance (Cap. 78) by making provisions for the following matters: Crown Land Rangers; damage to Crown lands; sale of Crown lands; government pastures; recreation ground pastures; Crown lands held by tenants; management of the Spout Grounds ; miscellaneous. Each district officer shall appoint a number of Rangers as he deems fit (rule 2). Rule 11 prohibits the damaging of trees. Rules 14 to 35 provide for the procedures and conditions of sale of Crown lands. (127 rules)

The agricultural lands owned by the State, burdened with the right of "disposal" of persons who personally or through others cultivated it, according to the "agricultural density" decided for them, shall be considered as owned by the state without compensation and shall be registered in the name of the Ministry of Finance as a pure property and the Ministry of Agriculture shall dispose of such lands in accordance with Laws and Resolutions in force (comma A of par. 1).

Legal and natural persons using at least fifty acres of agricultural land are compelled to keep a plot register where they report every happening relative to plots of fields, gardens, orchards, grasslands and reeds. Registers also include data regarding ownership, geographical area, agrochemical, geological and climatic features of the plot. The control of plot registers is performed by county (capital) plant protection and soil conservation stations.

This Regulation of the Minister of Agriculture, Forestry and Food lays down procedures and criteria for the leasing of agricultural land and farms owned by the Republic of Slovenia and managed by National Farm Land and Forest Fund, the content and duration of the lease. This Regulation applies to farms and agricultural land which can be used for agricultural production. Land may be leased only to nationals of the Republic of Slovenia and domestic legal entities with the majority share of domestic capital. Duration of the lease depends on the type of intended use.
