The former socialist countries of Eastern Europe (that is, Europe east of Germany and west of the Urals, but including all of Russia) began a transition to a market economy in the late 1980’s and early 1990’s. This paper looks at one aspect of that transition: the transition from state ownership to private ownership of agricultural land and the accompanying transition to a land market for agricultural land.

These Measures, consisting of 15 Articles, are formulated in order to strengthen the administration of administrative area boundaries at all levels in the autonomous region.The civil administration departments of the people's governments at all levels are the competent authorities for the management of administrative area boundaries. The governments of the two sides adjacent to the administrative boundaries shall not approve immigration, reclamation or all production activities harmful to the ecological environment at certain distances on both sides of the administrative boundaries.

The role of tenure in the management of trees at the community level

This paper examines the effects of tenure on tree management at a community level. First, several important conceptual issues arising from this particular meso-level focus are discussed. Second, a description of the key tenure and tree management issues in Uganda and Malawi is presented. In each case, data representing changes in land use and tree cover between the 1960-70s and 1990s are analyzed. In both countries, there has been significant conversion of land from woodlands to agriculture. Tree cover has been more or less maintained over time in Uganda but has decreased in Malawi.
