In compliance with article 77 of the Constitution this Decree establishes that the National Council of Agricultural Reform (hereafter called "the Council") is a national organ for coordination and consultancy in the field of agriculture. This Decree is divided into 12 articles dealing with duties and competencies of the Council, which is given administrative and financial autonomy. Article 2 details the composition of the Council; administrative duties and competencies are dealt with in articles 3 and 4. The Council shall enjoy technical and administrative support from the Cabinet of Agricultural Reform (art. 5). Articles 6-8 deal with the income, budget and financial regulation of the Council.
