The Lazio Region regulates the rearrangement and restructuring of administrative functions relative to soil conservation for the following purposes: a) creation of a coordinated system for soil protection; b) maintenance of quality features of water resources; c) protection and rational use of water resources; d) protection of aquatic ecosystems, taking into particular account zones of naturalistic and environmental interest. Therefore, this Regional Act, which consists of eight Parts, makes provision for the performance, management and maintenance of the following public works: a) waterworks, which are classified into waterworks of regional interest and remaining waterworks (art. 3); b) land reclamation (art. 4); c) afforestation of areas to be determined by the Regional Council (art. 5); d) protection of coasts (art. 7). Part II sets out the arrangement of functions in matter of soil and water resources protection, specifying the assignments entrusted to the Region (art. 8), the Provinces (art. 9), the Communes (art. 10) and Mountain Communities (art. 11). Part III regulates planning activities. Part IV concerns Regional Services, taking into particular consideration the creation of a suitable information system relevant to soil conservation. The Provinces, the Communes and Mountain Communities shall forward all the necessary information and data to the regional structures and shall also guarantee the access to their respective information systems. Article 17 creates the Register of Soil Conservation Works. The Regional Observatory of Coasts is established under the regional structures by article 18. Furthermore, Part V establishes the Regional Agency for Soil Conservation and gives detailed rules on their organisms and assignments. The Agency shall be subject to inspections and controls carried out by the Regional Council in accordance with article 26. Part VI lays down principles governing: a) the maintenance of water courses; b) the maintenace of waterworks; c) the maintenance of coast protection works. Reclamation Consortia are in charge of the performance, management and maintenance of soil conservation works pertaining to the provincial competence. To this end, agreements shall be concluded between the Provinces and the mentioned Consortia (art. 35). Penalties are set out under article 43.
