Location

The Latvia University of Agriculture (LLU) Strategic Development Plan 2010-2016, was developed during 2009 and approved by the LLU Senate on June 10, 2009.


In order to perform its functions and implement its goals and objectives, the Latvia University of Agriculture has developed three activity programs:


1. Studies 

2. Science

3. Administrative and financial support for studies and research work


The goal of the Latvia University of Agriculture is to provide the possibility to obtain higher academic and higher professional education in agriculture, veterinary medicine, food technology, engineering, forestry science, social science, information technologies and environment management sectors as well as to develop science and to maintain and develop the Latvian intellectual potential and culture.


The objectives of the LLU:


To ensure the study quality corresponding with the standards of a national university what would allow to educate competitive specialists for the Latvian and international labor markets.

To develop the scientific potential to participate in international research, to integrate the academic education and research what would ensure introduction of innovative, knowledge - based technologies into the Latvian national economy, specially, in the Zemgale region.

To ensure sustainable development for the university as a national education, science and culture institution: 


to strengthen the legal basis;

to improve the organizational structure in accordance 

to the LLU objectives;to develop cooperation with institutions, academic education and science institutions in Latvia and abroad, enterprises and professional organizations and regional institutions of Zemgale;

to manage the LLU material and technical basis effectively.

Problems and perspectives of land consolidation projects in the Republic of Lithuania

Since the year 2000 with the help of the specialists from the Land Consolidation Division of the Danish Ministry of Food, Agriculture and Fisheries, pilot land consolidation projects have been started. Besides the simple territorial readjustment of land parcels, these projects aimed to encourage local initiatives as well as to develop the land consolidation mechanism as an essential tool for the development of the integrated rural development including environment protection, development of infrastructure together with the creation of competitive farms.

Analysis of land fragmentation in rural areas

Implementing the land reform, territories of farms were quite often formed of several - up to 20 - land plots, frequently with disadvantageous borders. With reorganization of production of the farms, rural development and activities of land market, importance and tasks of rational territory organization will grow. Besides, it can be forecasted that, as a result of land rent and further buy-sell and other transactions, many new farmland properties and land uses are going to appear which might not correspond to the requirements of rational territory organization.

Impact of amelioration system renovation on the growth of mature forest stands

Both forestry theory and practice have proved that amelioration favours the growth of forest stands significantly. The growing stock increases even 10 times, if the amelioration system is well-functioning. Joint Stock Company Latvia State Forests that is managing half of forests in Latvia has started renovation of old amelioration systems aiming to improve the productivity of state owned forests in Latvia. In order to evaluate the impact of the renovation of the old amelioration systems, a tree ring width in 7 pine stands, 5 spruce stands and 3 birch stands was analysed.

Wheeled robot for rural environment

In this paper solutions are proposed to improve the performance of a wheeled robot for rural environment. These solutions can be used for a wheeled mobile robot that moves upon curved surfaces, surfaces with irregularities and small coefficient of static friction between the wheels and the surface. The design and control of the robot are based on a new concept of a wheeled mobile robot, which can work in two different modes.

Probability of implementation of administrative-territorial reform before local government election in 2009: situation in Jelgava district

In the administrative territories with small number of population, deficiency of infrastructure and resources for municipalities’ function can be observed. According to this, already in the 90ties, reform of local governments was initiated in Latvia. The cabinet, basing on principles of local governments in European Charter (1985), accepted conception of the reform. The Law 'On Administrative-Territorial Division Project of local governments' was carried in 2006 but rules on administrative division of local governments were issued in 2008.
