ORAM - Rural Association for Mutual Support, Mozambique A non-profit organisation created in 1992 by members of the Mozambican Christian Council. It seeks to support rural communities,in particular smallholder peasants,with the legalisation of their agriculturalland, management of natural resources and other rural enterprises. It has a director,assisted by a board of executive directors.ORAM started with three employees but now has over 200 staff with activities in seven of 10 provinces. The post-war resettlement of displaced people was carried out without major problems and conflicts, without costs for public administration systems, using customary systems of ownership. This served to illustrate of resilience of these systems. Nevertheless, thePeace and Reconstruction Commission of the Mozambique Christian Council did come across some land conflicts during its resettlement work of displaced people. This was considered a very sensitive question and the Council opted to create an NGO to deal withland issues. Thus, in 1992, ORAM (Rural Association for Mutual Support), which participated in this study, was created. Its 10 founding members belonged to the Mozambique Christian Council and the initial funding came from Christian Aid, whose first president was then also president of the Christian Council. ASSOCIACAO JOINT [ASCUT]

ASCUT: ASCUT is a network of civil society organization and intergovernmental organizations working together to promote secure and lobbying for pro-poor land policies and laws. The alliance has been in existence since 2014 and has working to a number of local policies, laws and administrative systems over land for poor women and men through advocacy, dialogue, knowledge sharing and capacity building. ASCUT is hosted on JOINT, League of NGOs in Mozambique. JOINT connect and strengthen the institutions of civil society in order to improve collective action for the common good as well as the dialogue with the Government and Private Sector. Operational strategies [National level]: Partner with national-level responsibility to strengthen the link between activists and the academe, as well as in a direct and positive mode of engagement with government and other intergovernmental agencies. Also organize dialogues with relevant stakeholders, sharing policy positions on land rights and coordinating support for activities on improving tenure security and capacity development on land issues and policies. It is also responsible on pressuring and influencing the parliament [Land Commission] land issues and policies. This poject falls under the thematic areas Right to Food# through our work: In order to achieve our long term outcome, Oxfam Noviband SOMO distinguish three pathways for change. The first pathway focuses on the strengthening of civil society organisations, enabling them to increase their access to and influence on local, regional and global governments, institutions and the private sector and to build public and private support for more equitable governance of natural resources and resilient livelihoods. Where governance is poor or non-existent Oxfam Novib and SOMO will support CSOs to investigate, raise the issues, set (international) agendas, and engage with and convene relevant stakeholders to improve governance, policies and practice. For ournational level advocacy to be effective, we need support and facilitation of influential regional and global institutions and stakeholders, such as frontrunner companies, investors and sector initiatives. Therefore the second pathway focuses on engagementwith (potential) champions from the public and private spheres, with whom we prepare and make the case for policies, practices and alternative business models that address the interests of food producers and rural communities, particularly women, and theimplementation thereof. In cases where we cannot secure enough support or leverage, a third pathway provides us with an alternative # or complementary # route. By exerting critical pressure from public and media on key public or private decision makers,we are able to push for improved policies and practice on a range of local to global issues, varying from land reform and decent incomes to a more ambitious climate agenda. The impact that we are seeking with #Right to Food# is for women, men and children living in poverty to realise their right to food. Within this Theory of Change, this project in Mozambique has set the following objectives: The long term outcome is for small-scale food producers and agricultural workers, particularly women andtheir communities, to benefit from local, national and global public and private sector policies that protect and promote their prosperity and resilience. Sugarcane Industry Land Conflict Resolut

Sugarcane Industry Land Conflict project will secure the land rights of community affected by the expansion of the Sugarcane Industry Sector in Cambodia. The Koh Kong cases (i.e. the dispute in Sre Ambel) is well-known, and part of Oxfam influencing workover the past years. The project can be considered high-impact, as it will provide land rights to people, and will close the #loop# on an intense local-to-global influencing strategy that also prompted Coca Cola and others to improve their policies (through the Behind the Brands Campaign), and urgent, as it is direct consequence of an opening secured from the government, and that needs immediate action. The project would have a positive impact to at least 200 families in Koh Kong and involve at least 300hectares of land where the Land ministry commit to provide hard and private land titles to individual families. Finally, Oxfam in Cambodia is also looking for additional human resources mobilization internal from any campaign team to support the process of addressing land conflict on sugarcane industry in Cambodia especially on policy influencing documentation. Objectives 1. Resolve land conflicts in Koh Kong Province where affected communities will receive their land and compensations. 2. Clearthe name of Oxfam#s and partner from misperception of being anti-development/sugar industry and restore trust with local government.

In the process of becoming one Oxfam globally, each country has now only one Oxfam office. In Laos the Executing affilitate is Oxfam Belgium. The new Oxfam in Laos office takes over the general coordination of the program and is subcontracted by Oxfam Novib to doso. The transboundary Responsible Business program is implemented with the objective of influencing private sector in the Mekong region in improving their land policies that will hopefully improve the land governance in the Mekong to benefit the family farmers in the region.

HO-Land Program Development Africa

1. The Pan Africa Programme office will finalise development of a gendered tool on large scale land based investment in Africa witha focus on agriculture. This initiative covers 5 countries including Kenya and seek to profile the role of women and communities asstakeholders in large scale land based investment in agriculture in line with AU Guiding Principle on LSLBI adopted in 2014. The process of developing this tool is currently mid-way with completion set for end of March 2016. Euro. 7,000 is requested to finalise consultants fees and meet costs associated with community consultation meetings in Kenya. Completion of this tool will see Oxfam make significant contribution in advancing women's land rights in Africa by profiling best practices around agriculture investments in the bid to secure women and community land in various platforms. 2. It is proposed that the Oxfam Global Land Programme and the Pan Africa Programme will jointly organise a Pan-African Land Programme Meeting, to be held in Nairobi, Kenya, on April 4-8, 2016, convening 20-25 participants from across the continent. The Pan Africa programme will organise local logistics, and jointly plan the meeting content and develop the agenda.
Sustainable Agriculture Land Management

The project is the next phase of a two years support to the communities from the same partner. In the previous project a sea embankment was constructed to stop sea intrusion. Another aim was to save the lives and livelihoods of the affected communities from sea intrusion. As a next phase of the previous project; this project will be implemented in 40 villages located in 4 union councils of district Badin, Sindh Province. 8400 beneficiaries (30% female and 70% male) will be targeted from 4 coastal union councils. The beneficiaries belong to agro-fishing communities and are the most vulnerable to climate change induced disasters that have been taking place in the area intermittently. The project will support the communities to adapt climate smart agriculture practices which are relevant, and will improve their capacities to practice sustainable land management practices to avoid agriculture and harvest losses. While contributing to sustainable development goals; the project as a case study will be used for influencing agenda for pro-poor policy development and provision of resources at the local level.
