The Evolution of the World Bank’s Land Policy: Principles, Experience, and Future Challenges

This article examines the evolution of policy recommendations concerning rural land issues since the formulation of the World Bank’s “Land Reform Policy Paper” in 1975. That paper set out three guiding principles: the desirability of owner-operated family farms; the need for markets to permit land to be transferred to more productive users; and the importance of an egalitarian asset distribution.

in Niassa Province, the implementation of community consultations and negotiations as
well as the delimitation and demarcation of community land. These activities had been
carried out within the context of requests from several investors concerning the Right to
Use and Exploit Land (Portuguese acronym DUAT, Direito de Uso e Aproveitamento

The study sought to determine the state of farms that belonged to the then National Agricultural Corporation (NAFCO), ranches that belong to the National Ranching Company (NAFCO) and land belonging to absentee landlords. Since any state is dynamic, this research report, then, is a socio-historical account of what has been happening within/out more than 543,604 hectares of ranch/farmland in the wake of the fall of nationalization and rise of privatization.


Gendering Land Tools: Achieving secure tenure for women and men

Equal property rights for women and men are fundamental to social and economic gender equality. However, women often face discrimination in formal, informal and customary systems of land tenure.

The involvement of the grassroots is crucial at all stages of land-related processes. However, many pro-poor land policies are developed and implemented with weak grassroots participation, leading to project failure or outcomes that do not assist women or people living in poverty.
