IWGIA Urgent Alert concerning Gross Human Rights abuses towards Pastoralists in Loliondo, Ngorongoro district in Tanzania

This urgent alert is based on the forceful evictions of Maasai pastoralists from their homes and grazing lands in Loliondo Division, Ngorongoro District in Northern Tanzania and the gross human rights violations that are being committed. 


The eviction operation started on the 4th July 2009 and was conducted by the notorious riot police, the Field Force Unit, with assistance of private guards from the Otterlo Business Cooperation (OBC). They entered the villages by shooting in the air and using teargas before pouring petrol on the Maasai homes and setting them on fire.

Centres on 3 themes: how land is to be acquired (which land, and for whom), under what tenure arrangements it is to be held, and how production is to be supported. Focus moves beyond debating alternatives to the ‘willing-buyer, willing-seller’ paradigm to the kind of agrarian change that land reform should pursue. Central to all is reconfiguring the roles of state and market.

The study sought to determine the state of farms that belonged to the then National Agricultural Corporation (NAFCO), ranches that belong to the National Ranching Company (NAFCO) and land belonging to absentee landlords. Since any state is dynamic, this research report, then, is a socio-historical account of what has been happening within/out more than 543,604 hectares of ranch/farmland in the wake of the fall of nationalization and rise of privatization.
