The purpose of this study is to introduce some of the literature on Common Forest Resource Management from Asia, Africa and Latin America. It is recognized that the three regional reviews of both published and unpublished sources and the issues analyses which constitute this document are not complete. However, it was decided to publish this material in order to present information known to date and identify gaps in our understanding of this important topic.

Poverty and Environment: Turning the Poor into Agents of Environmental Regeneration

The poor adapt and learn to live with poverty in a variety of ways. They also try to cope with shocks from events such as droughts, floods and loss of employment. Environmental resources play a vital role in their survival strategies. As the poor depend on environmental resources, one can expect them to have a stake in their preservation. Much of the damage done to natural resources is by others. Thus deforestation is much more an outcome of commercial logging for timber than fuelwood gathering by the poor.

Capacity for Forestry Research in the Southern African Development Community

In 1995 a survey of research capacity was conducted at institutions undertaking forestry-related research in the SADC countries. This document presents a review of the methods available for the assessment of research capacity and summarizes previous efforts to assess research capacity in the region. The methodology adopted makes use of common indicators thereby allowing comparisons across institutions.

The focus of this report is on NRM activities broadly defined as those that promote sustainable agricultural production through improvements in on-farm soil and water management, such as social forestry, micro-watershed management, irrigation water management, and soil conservation.

Poverty alleviation : the role of rural institutions and participation

Most approaches to poverty alleviation focus on income and subsidy measures; however, there is a growing realization that these measures alone are not sufficient. The growing amount of literature on the important role that “social capital” and institutions play in the development process indicates that there is a social-institutional dimension as well. This article focuses on the institutional dimension of rural poverty alleviation and outlines why institution- and capacity-building should be fundamental elements of any strategy aiming at alleviating rural poverty.

Malawi’ s smallholder agriculture is facing a crisis, particularly in the more populated south. There is an insidious combination of land shortage, continuous cultivation of maize, declining soil fertility, low yields, deforestation, poverty and high population growth rate. Smallholder farmers are doing what they can to maintain household livelihoods under these difficult circumstances, however many of their actions, which are necessary for short term survival, such as the cultivation of hillsides, are not sustainable in the long term.
