This Regional Law sets forth the modalities of allotment of plots of land in ownership to citizens free of charge for gardening, citizens awarded with the Order the Hero of the Soviet Union, Hero of the Russian Federation, Hero of Socialist Labour, Hero of Labour of the Russian Federation, Full Cavalier of the Order of Military Glory and Full Cavalier of the Order of Labour Glory for horticulture, subsistence farming, family farming , commercial farming and individual residential housing construction.

Article 3 shall be amended to add the following wording: “The following land areas of agricultural land (maximum and minimum) out of stock of public or municipal land to be allotted to farmers shall be established: (a) minimum agricultural land area – 5ha; (b) maximum land areas: 20 ha (in case of land tenure free of charge); 500 ha in case of allotment on lease or for payment, except for cases envisaged by the federal legislation”.

The present Uganda Vision 2040 lays out the general development objectives for Uganda over a 30-year period. Its goal is to transform Uganda from a predominantly peasant and low-income country to a competitive upper middle income status country. Together with the National Development Plan, Uganda Vision 2040 provides the overall leadership and policy direction for job creation and priority setting. It prioritizes agricultural development as well as tapping into the youth demographic dividend.

The priorities of regional land policy shall be: (a) state regulation for ensuring conservation of valuable land, agricultural land and land of protected areas; (b) realization of the land right of citizens; (c) application of land tenure ensuring ecosystem preservation; (d) conservation of agricultural land as the basis of agricultural production; and (e) conservation of traditional forms of Cossack land tenure (art. 1).

El presente Acuerdo señala los casos especiales en los cuales se autoriza el fraccionamiento de predios rurales en el país en extensiones inferiores a las áreas de la Unidad Agrícola Familiar determinada por el Incoder para la respectiva zona.

El presente Acuerdo señala para cada región o zona las extensiones máximas y mínimas adjudicables de los baldíos productivos en unidades agrícolas familiares.

La presente Resolución, considerando que la ocupación y aprovechamiento de las tierras dentro y fuera de la frontera agrícola debe hacerse con sujeción a las políticas ambientales, teniendo en cuenta las normas básicas que regulan la conservación, protección y utilización racional de los recursos naturales para garantizar el desarrollo sostenible dentro de un ordenamiento territorial coherente, determina las extensiones de las unidades agrícolas familiares, por zonas relativamente homogéneas, en los municipios situados en las áreas de influencia de las respectivas gerencias regionales.Para

Article 4 shall be amended to add the following wording: “Maximum agricultural land area that can be allotted to peasant farm for farming shall be 100 ha”.

This Regional Law establishes payment for public or municipal plots of land allotted in ownership to natural persons for subsistence (family) farming, gardening and horticulture. Transfer in ownership of the aforesaid plots of land shall be based on cadastre value of land that however cannot be higher than standard price of land plots except for cases of purchase of land plots through auction sale or tender.

El presente Acuerdo actualiza los criterios que establecen la extensión máxima de la Unidad Agrícola Familiar, que derivará de la evaluación técnica y financiera del proyecto productivo formulado por los campesinos para acceder al subsidio de adquisición de tierras rurales.

This Regional Law establishes that price of a plot of land located in urban areas and destined for agricultural production, without constructions nor edifices thereon, already allotted to peasant farm on condition of permanent (open-ended) possession or as lifelong hereditary possession in case of purchase thereof by the aforesaid categories of tenants shall be 15 percent of estimated cadastre value at the date of submittal of application.
