A demarcação das Terras Indígenas no Alto Rio Negro, entre dezembro de 1995 e maio de 1996, encerraram 30 anos de lutas dos povos nativos pela garantia de seus territórios e culturas. As cinco terras reconhecidas no final do século passado formam uma área única na faixa de fronteira com Colômbia e Venezuela.
Land area of 605.8134 hectare in Ou Chum district, Ratanakiri province has downsized from Forest Cover 2002 and reclassified as "State Private Land" for granting purpose as communal ownership to 96 families of Tumpoun indigenous community on 16 land parcels including 07 parcels for residential, 06 parcels for traditional agriculture, 01 for swidden farm, 01 parcels for land of guardians, and 01 parcel for burial forest land in Ou Chum commune and L'ak commune, Ou Chum district, Ratanakiri province.

El caso muestra el proceso de recomposición territorial del pueblo indígena Leco de Apolo cuyo origen prehispánico persiste y permanentemente entabla diálogos con el Estado y recién el año 2010 logra legalizar su derecho a la propiedad de la tierra. Con el tiempo, los Leco se mezclaron con indígenas del altiplano, pero manteniendo los modos de ser y pensar de los pueblos de las tierras bajas.
