Established in 2007, the Ibrahim Index of African Governance (IIAG) is the most comprehensive collection of quantitative data on governance in Africa. Compiled in partnership with experts from a number of the continent's institutions, it provides an annual assessment of governance in every African country. Economic development is associated with changes in the use of available production factors, including land. Under the Common Agricultural Policy of the European Union, land resources are no longer only a factor of agricultural production but they have become also a source of public goods. The aim of this article is to identify whether convergence processes in the development of agricultural land structures in the EU-25 take place in connection with the functioning of agriculture in the EU Member States under the CAP.

In 2003, the Maputo Declaration of the African Union stated that, within five years, 10 per cent of budgets of member states would be dedicated to agriculture. Ten years on, despite spending increases by some countries African governments still allocate an average of only 4 per cent of their national budgets to agriculture. Only eight out of 54 countries under the African Union have consistently reached the 10 per cent target.
