The Ministry of Agriculture and Irrigation, exercising its given rights, and with the approval of
the Union Government, has issued the following rules in accordance with Section 34, Subsection
(a) of the Vacant, Fallow and Virgin Lands Management Law - 1. These rules shall be called the Vacant, Fallow and Virgin Lands Management Rules.
2. The terms and expressions used in these rules shall have the same meaning as used in the
Vacant, Fallow and Virgin Lands Management Law. In addition, the following expressions shall
have the meanings as stated below:

1955 Government Housing

The initiative on land policies, aims to assist African states to equip themselves with land policies that can contribute to economic development and poverty reduction as well as peace building. One of the pressing objectives of the initiative is to draft a reference framework and guidelines for land policies in Africa. The land policy framework and guidelines are not meant to impose a uniform land policy on African states, but, on the contrary, to help them develop and implement national land policies that are efficient and effective.

Reclassifying 9,000 hectares as state private land in Lumphat Wildlife Sanctuary in Ratanakiri province for agro-industry and rubber plantation investment under concession condition.

Reclassifying 6,164 hectares as state private land in Chong Kal district of Oudor Meanchey province for agro-industry (sugar cane and other crops plantation) and sugar processing plant construction investment.

Reclassifying 6,328 hectares as state private land located in Koun kreal commune, Samrong district, Oudor Meanchey province for investment in sugar plantation and construction of sugar factory.

Cutting 3,000 ha in Kam Tan commune in Memut district of Kampong Cham province from ELC of Meang Li Heng co,.ltd and from 2002 permanent forest cover reserve ; reclassifying as state private land for donating ownership to 1250 families.

Determining 17,650 hectares as sustainable use zones in Oaral Wildlife Sanctuary in Oaral district of Kampong Spue province, and granting the land for agro-industry investment to Great Field (Cambodia) International Ltd (9,059 hectares), and to Yellow Field (Cambodia) International Ltd (8,591 hectares).

Reclassifying 7,863 ha as state private land in Sangkum Thmey district and Roveang district of Preah Vihear province for agro-industry and rubber investment.

Reclassifying 7,359 hectares as state private land in Sro Yaong commune of Kulen district in Preah Vihear province for rubber plantation investment.

Reclassifying 7,960 hectares as state private land in Sangkum Thmey and Roveang districts of Preah Vihear province for rubber plantation and agro-industry investment.

This note builds on the proactive
measures taken by the Government of China as announced in:
(i) the Decree of the state council of the people's
Republic of China, issued on 9 June 2008, providing
regulations on post-Wenchuan earthquake reconstruction; (ii)
the Directive on Counterpart Assistance (Directive) of 11
June 2008; and (iii) the land policies to support the
reconstruction of Wenchuan (land policies) of 11 June 2008
