The authors review the role of land policies in the evolving farm structure of transition countries in Central and Eastern Europe (CEE) and the Commonwealth of Independent States (CIS). They show how different policies for land property rights, degrees of control of land rental and sale markets, and procedures for restructuring former collective or state farms resulted in significantly different farm structures in CEE countries compared with those in the CIS.

This report presents results from nationally representative surveys with 1,000 residents aged 15 and older in eight countries — Brazil, Colombia, Egypt, Greece, Indonesia, Nigeria, Peru and Tanzania — and with 3,000 residents in India. Each survey attained comprehensive coverage of both urban and rural areas of the country using multi-stage stratified cluster sampling.1 Standardized interviewer and supervisor training, as well as robust validation of data collection/data entry, help to ensure rigorous quality standards.

This article reflects on the Tenure Guidelines as a tool for addressing resource governance challenges. It outlines the process through which the Tenure Guidelines were developed and reviews key features of their content, and then focuses on two issues: the legal significance of the VGGT, and the nature of initiatives to advance their implementation.

This guide is aimed at legal professionals working with governments, civil society, the private sector or development agencies as well as law societies, notaries, judges and all those who are interested in understanding the role of law in giving effect to the provisions of the Guidelines (VGGT). The VGGT provide important elements for shaping a well-functioning legal framework to facilitate their effective implementation at the national level.
