The scope of this Law shall be keeping the state cadastres, collection and using of the cadastral information. The State cadastre is a component part of the uniform system of the state cadastres and represents the system of updatable information regarding geographic position, legal status quantitative, qualitative characteristics and valuation of natural, economic or other objects to which the state cadastre is applicable.

La presente Ley declara de interés nacional la promoción del acceso a la propiedad formal y su inscripción registral con el fin de garantizar los derechos de todos los ciudadanos a la propiedad y al ejercicio de la iniciativa privada en una economía social de mercado, y crea la Comisión de Formalización de la Propiedad Informal (COFOPRI), como organismo rector máximo encargado de diseñar y ejecutar de manera integral, comprehensiva y rápida un programa de formalización de la propiedad y de su mantenimiento dentro de la formalidad.

This Act provides for the establishment the Land Transfer Board control by the Land Transfer Board of land transfer transactions in Zanzibar. No permanent transfer of land or long term lease shall take place until the transaction is reviewed and approved by the Land Transfer Board. The Board may withhold its consent on specified grounds. An appeal from any decision of the Land Transfer Board may be taken to the Lands Tribunal. The Act defines offences.

Basic Act concerning the use and conservation of land, the protection of natural resources, and the equal right of access to them by all residents.

Under this statute people are permitted to lease land and to bequeath its use to their heirs in perpetuity. Ownership of land is delegated to local soviets, which fix the prices for land rentals. While heritable land can be worked as property, it cannot be sold, granted or mortgaged. The drafting of more detailed rules on land tenure is delegated to the Union republics, within the framework laid down by the statute. In practice, farmers will henceforth be free to choose between being collective farm members or individual farmers.

This Act provides the general framework for principles regulating land relations in the USSR and the Union Republics. Union and autonomous Republics are to promulgate more detailed legislation within this framework. This Act excludes relations regarding mining, forestry, water and the protection of flora, fauna and the atmosphere. The Act is directed towards the creation of conditions for the rational use and protection of land, the regeneration of soil fertility, the preservation and improvement of the natural environment, and the equal development of all forms of economy.
