In May 2010, the Cambodian Government approved a circular on "resolution of temporary settlement on land which has been illegally occupied in the capital, municipal, and urban areas" (Circular 03). The aim of this report is to highlight some of the issues arising from Circular 03 as a policy document, and draw attention to the opportunities and risks arising from its implementation.

Under Vietnam’s State land ownership regime, the Government holds supreme authority over compulsory land acquisition. The results show that many improvements in land acquisition policies have been made, but poor implementation measures largely cannot prevent or even mitigate the adverse impacts on displaced persons. In particular, ineffective compensation measures and a lack of production land and livelihood alternatives accelerate the resistance of communities displaced as a result of hydropower development.

Over the course of 2013 the Asian Human Rights Commission has followed reports of a larger number of conflicts over land grabs and attempted grabs in Burma, or Myanmar. Some of the conflicts are over recently taken land, and others are reinitiating struggles begun many years ago.
