The central themes of this book are customary law, traditional leadership and local land management. International policy is currently witnessing a renewed interest in customary tenure systems and traditional leadership, through which it aims to enhance the efficiency of local governance, and create general access to and secure rights in land. Contrary to these ideas, practice reveals a lack of security of customary tenure in many areas.

This is the second in a series of land studies for northern Uganda, whose core objective is to inform the Plan for Recovery and Development of Northern Uganda (PRDP) and the National Land Policy. It builds on the work of the first phase conducted in Teso region to present a more quantitative analysis of trends on disputes and claims on land before displacement, during displacement and emerging trends or occurrences on return for Acholi and Lango sub-regions.

Le présent décret fixe les modalités d’application de la loi n°2006-031 du 24 novembre 2006 sur la propriété foncière privée non titrée. Il s’applique à l’ensemble des terrains non titrés ni cadastrés occupés, que ces derniers soient urbains ou ruraux, sous réserve des dispositions des autres textes soumettant certains terrains à des régimes particuliers.

Con ocasión del Año Internacional de las Montañas (2002), la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO) y sus asociados emprendieron una sistematización mundial en gran escala de la situación actual y futuras tendencias de la gestión integrada y participativa de las cuencas hidrográficas. Los objetivos generales eran promover el intercambio y la difusión de experiencias de gestión de cuencas de 1990 a 2000, y determinar un paradigma para una nueva generación de programas y proyectos de gestión de cuencas.

Su contribución a la agricultura se remonta a más de 6 000 años, cuando se inició la domesticación de animales y plantas en los primeros asentamientos humanos. Con el paso del tiempo, con la división del trabajo y de responsabilidades tanto en el seno de la unidad familiar como en la comunidad, se asignaron a las mujeres las tareas y responsabilidades vinculadas a las actividades agrícolas y nutricionales.

The Katkari are classified as a Primitive Tribal Group with specific measures for legal protection of their rights, and there are provisions in the Integrated Tribal Development Project (ITDP) to compensate land owners in cases of expropriation of land. This paper provides a rationale, co-created by the villagers, to continue learning about their land rights, and to explore more actively the options for diversifying community livelihoods.

Towards the end of this assessment process, participants decided to present a land petition at the village assembly and with officials of the revenue department, in an attempt to broaden their network of support and draw attention to their rights. The focus of the assessment was neglect of government officials and elected representatives. Participants also recognized that gaps in information and communication related to the Katkari’s legal rights as residents of tribal lands, worsen the situation by keeping from public view illegal advantages held by wealthy landowners.

The effect of prime-age adult death and its consequences on access to land for the survivors has not been fully explored nor incorporated into policy regardless the fact that high adult mortality is now the lived reality in countries affected by HIV/AIDS, particularly in Africa. This paper explores the gendered relationships between adult death due to HIV/AIDS and changes in land rights for the survivors particularly widows. In many African societies, women have traditionally accessed land through marriage.
