Introduction of geoinformation technologies for building up a modern land management system in Georgia goes back to mid-1990s. This has been stimulated by start of land reform resulting in privatization of over 3 million agricultural land plots in whole in the entire country. These new properties were to be properly surveyed, registered and recorded in a newly established cadastral system with the aim of launching free market transactions.

The thesis offers a sociological understanding of intermediary NGOs in the modern world through a study of NGOs and land reform in contemporary Zimbabwe. Since 2000, a radical restructuring of agrarian relations has occurred, based upon the massive redistribution of land. Local empowering initiatives have dramatically asserted themselves against globalizing trajectories. These changes have posed serious challenges to land NGOs involved in land reform either as advocates for reform or as rural development NGOs.

Historically proven fact is that land fragmentation is a logical consequence of each land reform. The ownership restitution of land on small noncontiguous and spatially dispersed parcels prevents establishing of viable and profi table farms and hence becomes a holdback to an effi cient agriculture. This negative effect becomes increasingly stronger. The small land parcels impede applying of new technologies and production models, as well as the labor and machines’ efficient use. The scattered parcels make diffi cult the planned operation of land.
