This past week, one of the local dailies ran a story narrating how many county and national government institutions are squatters on what used to be public property, and even face eviction by new owners. It described how in Meru for instance, land meant for the most critical public institutions — police stations, hospitals, government offices, roads, even sensitive installations like the County Commissioner’s residence — has been allocated to individuals. Land grabbing and irregular land allocation is commonplace in Kenya.

Gross domestic product (GDP) growth was
a disappointing 3.5 percent in 2013. It remained largely
unchanged compared to 2012, reflecting a decline in cereal
production and stagnation in the industrial sector. Services
continue to drive the economy. The economic outlook for 2014
was more positive, but poor rainfall and the Ebola outbreak
have forced downward revisions in GDP growth projections,

The draft report on the public hearings on the Implementation of the Recapitalization and Development Programme (RDP) of the Department of Rural Development and Land Reform (the Department) was presented before the Committee for approval and comments. The main issues that arose in the approval of the draft report were the oversight role of the Committee, sustainability and implementation.

The Committee received submissions from the Langa Livestock Farmers Association, The Congress of South African Trade Unions and its affiliate, the National Education, Health and Allied Workers Union, the Legal Resources Centre and the Institute for Poverty, Land and Agrarian Studies on the second day of public hearings on the Recapitalisation and Development Programme (RADP).

The Chairperson introduced the first day of public hearings on the Recapitalisation and Development Programme (RADP) in the agricultural sector by noting that the Committee had done oversight in the Northern Cape of the farms that were beneficiaries of the programme, and now wanted to hear the outcomes of the independent evaluation of the programme, and also hear from beneficiaries.

This South African Agricultural Public Expenditure Review (AgPer) is one of a series of similar studies undertaken in several countries in Sub-Saharan Africa under the Comprehensive Africa Agriculture Development Program (CAADP) of the African Union’s (AU) New Partnership for Africa’s Development (NEPAD) which encourages governments and development partners (DPs) to target public expenditure on the agriculture sector as the most effective way of stimulating growth.

The authors use evidence from a survey of about 1200 beneficiaries of South African land reform to assess the performance of the initial phase of the land reform program. They find that the program has not lived up to the quantitative goals set, but did successfully target the poor. It has led to a significant number of economically successful projects that already generate sustainable revenues.

If states would interact more synergistically with communities, they could tap local energies and resources for development-- and help create a development-oriented society and polity in the process. The authors analyze experience in several countries to identify the actions required for state-community synergies in development. Two actions that seem especially important: 1) Broadening the distribution of power within communities, to facilitate collective action and reduce the potential for local capture.

This publication is a collection of 2014 CSO land reform monitoring reports on the status of land tenure and access to land from seven Asian countries (Bangladesh, Cambodia, India, Indonesia, Nepal, Pakistan, and the Philippines). The book also reflects the recent expansion of the monitoring initiative to a ridge-to-reef framework providing a more holistic approach in addressing ancestral lands, rural lands, and marine resource concerns.
