この「世界食料農業白書2010-2011年報告」 は“農業における女性：開発に向けたジェン ダーギャップの解消”を主題としている。農 業部門は多くの開発途上国で伸び悩んでお り、その主な原因の１つは、女性たちが自ら の生産性を高めるために必要な資源と機会を 平等に手に入れることができないでいること にある。本報告は、ミレニアム開発目標のジェ ンダー平等（MDG ３）と貧困・食料安全保 障（MDG １）は互いに補強し合うものであ ることをはっきりと確認している。われわれ はジェンダー平等を促進し、農業に携わる女 性たちが飢餓と極度の貧困に立ち向かう闘い に持続的に勝利するための能力を与えなけれ ばならない。私は、MDG ３を達成すること がMDG １を達成する助けになりうると固く 信じている。

Document de travail sur les régimes fonciers 20. Ce document analyse les caractéristiques des systèmes de propriété communale dans divers pays d’Asie. Les pressions actuelles du marché sur les ressources naturelles créent à la fois des défis et des opportunités pour les communautés et pour les gouvernements en vue d’utiliser et de renforcer les systèmes de propriété commune pour promouvoir la gestion durable des ressources naturelles. Des politiques et des institutions ad hoc sont nécessaires pour promouvoir la redevabilité des acteurs et la bonne gouvernance de ces ressources.

Reclassifying 739 hectares as state private land in Raksmey Samky commune of Oaral district in Kampong Speu province for Trees plantation investment.

This Regional Law sets forth the modalities of allotment in ownership by purchase or free of charge of plots of land pertaining to public and municipal property to multi-child families, and also establishes minimum and maximum land areas of the aforesaid plots of land. Multi-child family shall be considered family with three or more children less than 18 years of age. The aforesaid plots of land in inhabited areas shall be allotted for housing construction and subsistence family farming. Allotment of the aforesaid plots of land shall be performed once-only.

This Regional Law establishes the cases and the procedure of allotment free of charge in ownership to citizens having three and more children of the plots of land pertaining to state and municipal property, and it also establishes minimum and maximum land area (dimensions) of such land plots. The aforesaid plots of land shall be allotted for individual residential housing construction and subsidiary smallholding.

The state land in amount of 1154 hectares from forest cover 2002 in Taing Samrong commune, Phnom Srouch district, Kampong Speu was privatized for social land concession to allocate to former armed forces and their families.

The 2480.373 hectares of land from forest cover 2002 located in 3 areas in Koh Kong province, including Andoung Teuk commune of Botum Sakor district for 691.14 hectares, Trapeang Rung commune of Koh Kong district 1311.873 hectare, Russei Chrum commune of Thmor Bang district for 477.36 hectares for was privatized for social land concession to allocate to former armed forces and their families.

The land from the economic land concession of Pheapimex Group in amount of 4815.67 hectares was privatized for social land concession project to grant the land to former armed forces and their families, and general poor people in Samaki Mean Chey district, Kampong Chhnang province.

The 2471.41 hectares of state land which was cut off from state public land in Yeang commune, Choam Ksant district, Preah Vihear province was privatized for social land concession to allocate to the Bodyguard Headquarters and their families for resident and family farming.

The 410 hectares of state land from forest cover 2002 located in Yeang commune, Choam Ksant district, Preah Vihear province was privatized for social land concession to grant the land to the Army Paratrooper Special Forces Brigade 911 for resident and family farming.

The land from forest cover 2002 in total amount of 3753 hectares, including 4 locations such as Svay Chreah commune of Snoul district for 777.90 hectares, O'Krieng commune of Sambor district for 352.64 hectares, Kbal Damrei commune of Sambor district for 1122.46 hectares and Chambok commune of Preak Prasab district for 1500 hectares in Kratie province was privatized for social land concession to allocate to former armed forces and their families, and general poor people.

The 5557 hectares of state land from forest cover 2002 located in Sro Yong commune, Kulen district, Preah Vihear province was privatized for social land concession to allocate to former armed forces and their families.
