Regional administration establishes the following dimensions of public and municipal agricultural land plots that can be allotted to peasant farms for family farming: (a) maximum agricultural land area 100, 0 ha; and (b) minimum agricultural land area – 1, 0 ha.

Article 19.2 shall be amended to add the following wording: “Plots of land separated out of unrequested land shares and owned by subjects of the Russian Federation from the date before 1 July 2011, shall be allotted in accordance with the modalities and on terms envisaged by item 5.1 of the Article 10 of this Federal Law”.

This Law regulates relations concerning ownership, land tenure, and disposal of agricultural land, and also land shares in common property, establishing plenary powers of regional administration and local government in the sphere of turnover of agricultural land. It lays down terms and conditions for allotment of plots of agricultural land pertaining to state and municipal property. Agricultural land shall be used exclusively for agricultural production. Privatization of agricultural land shall start from the date of entry into force of this legislative act.

This Regional Law regulates relations concerning turnover of agricultural land within plenary powers pertaining to the jurisdictional competence of the regional administration. Agricultural organizations and peasant farms having agricultural land plots on condition of permanent (open-ended) or hereditary tenancy shall be granted the right of purchase in ownership thereof at the price of 5 percent of cadastre value of the aforesaid agricultural land plots.

This Regional Law regulates relations concerning turnover of agricultural land, including land shares in common property, within plenary powers pertaining to the jurisdictional competence of the regional administration. Only agricultural land plots that have passed cadastre registration shall be authorized for purchase and sale. Local government shall have preferential terms for purchase of agricultural land in case of sale thereof at face value, except for sale through public tenders and except for expropriation of land plots for public and municipal needs.

This Law regulates relations concerning ownership and tenancy of land, and determines terms and conditions for allocation of plots of agricultural land pertaining to state and municipal property, and also the modalities of expropriation of thereof in regional and municipal ownership. Agricultural land shall be used exclusively for agricultural production, planting of protection belts, scientific research and educational purpose related to agriculture.
