Good Land Governance: Between Hope and Reality

The paper highlights the fast changes in understanding and conceptualizing the complex topic of land governance, its multi-facetted aspects and inter-linkages to other thematic sectors. Major policy developments, such as state divestiture and increasing private investment into land, and a stronger and more influential role of Civil Society Organizations are addressed in more detail. Capacity development at all levels (e. g. academic, administrative, community, private investors) is identified to be essential for good and transparent governance in the sector.

Fast Track Land Reform, Tenure Security, and Investments in Zimbabwe

Since its independence in 1980, Zimbabwe has pursued a land reform and resettlement program aimed at addressing racially skewed land distribution. The most recent phase, the Fast Track Land Reform Program, was launched in 2000 with the aim of acquiring at least five million hectares of land for redistribution. This paper investigates the impact of this program on perceptions of tenure security and investments in soil conservation. Evidence suggests that the program not only created some insecurity among its beneficiaries but also had an adverse impact on investments in soil conservation.

Land administration is defined as the acquisition, maintenance and dissemination of information on the ownership, value and use of land. This information is necessary to support land policy implementation. Besides being complete and current, land administration systems – including the information contained within the systems and the processes used for their establishment and maintenance - should ideally be transparent, accessible, simple and low-cost to efficiently and effectively allocate land fairly to citizens.

In 2008, three sugar companies were awarded nearly 20,000 hectares of Economic Land Concessions (ELCs) in Oddar Meanchey province. The new research finds that associated land grabbing totaling more than 17,000 hectares has affected more than 2,000 families. Of these, 214 families were forcibly evicted. Meanwhile, at least 3,000 hectares of the misappropriated land has been used for logging rather than sugar plantations, according to the report, ‘Cambodia: The Bitter Taste of Sugar’, commissioned by ActionAid and Oxfam GB.

Thailand, as a Middle-Income Country (MIC) and regional powerhouse, has long-tapped China’s phenomenal economic growth and undersupplied consumer demand.
