March 2014 – This article presents a joint FAO and World Bank initiative to integrate the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security principles on gender equality into the Bank financed land administration projects in six Western Balkans countries. Even though the land agencies generate inordinate amounts of data, these are not efficiently used to inform policy makers, because of lack of capacity and manpower to properly process and link them between sub-sectors and over time.

This case study has been produced in response to a request to the Evidence on Demand Helpdesk. The objective of the request was to provide a detailed case study on the approach taken to land tenure reform by the DFID-funded Land Tenure Regularisation Programme (LTRSP) in Rwanda. The case study should provide the reader with an understanding of how land tenure reform can work under particular social, political and economic conditions, as well as the approach taken to ensure gender equality in land rights.

The current solutions to delivering land administration services have very limited global outreach; 75 percent of the world's population do not have access to formal systems to register and safeguard their land rights. The majority of these are the poor and the most vulnerable in society and without any level of security of tenure they constantly live in threat of eviction.

 It is well recognized that secure land and property rights for all are essential to reducing poverty because they underpin economic development and social inclusion. Secure land tenure and property rights enable people in urban and rural areas to invest in improved homes and livelihoods. Although many countries have completely restructured their legal and regulatory framework related to land and they have tried to harmonize modern statutory law with customary ones, millions of people around the world still have insecure land tenure and property rights.

The Social Tenure Domain Model offers practical solutions and opportunities for land professionals, researchers, grassroots organisations and government authorities. These opportunities include the empowerment of the grassroots communities to develop and manage their own information systems (and their own data), with all the benefits of the advanced technologies can offer, with less investment in resources and with less reliance on highly paid experts. Land professionals can also make their services available to all and offer people-centred and affordable solutions.

In this synthesis report, the issue of tenure security is addressed and assessed in several countries where government, civil society, the private sector and development cooperation initiatives have been implemented for decades.

I n order to safeguard long-term equitable and sustainable environmental management and governance, a clear and transparent relationship to land – whether an individual’s, a community’s, a government’s or a private investor’s – is essential. To this end, UNEP has begun to engage on land issues in Sudan, and will continue to do so through the next four year phase of programming, as part of supporting the people and the government of Darfur in rebuilding and redefining the social contract on natural resources and land.

The land question in Kenya has never been solved. Land is a pertinent source of livelihood, the problem has persisted and in a number of years caused chaos as people grow impatient. Over time, there have been complaints from various communities and recently, the past governments have sought to listen the ailing communities. The National Land Policy and the National Land Commission characterize efforts to remedy the continued situation bedeviling the African communities.
