The new Rwandan land policy consider appropriate land administration as a platform of land management and an ideal channel to provide security of livelhood to the people by securing land tenure system for their profit.
At present Rwanda carries out limited land registration on a centralised manual system on a demand led basis in rural and urban areas. Currently approximately 20,000 land applications are in process, mainly in urban areas.

Reflete sobre a ausência da dimensão espacial para a aplicação dos instrumentos nas áreas urbanas de mais de quatro mil municípios, regiões metropolitanas e aglomerações urbanas.

Since the early 1990s, parts of Afri-ca’s Great Lakes Region have expe-rienced political strife, armed con-flict and population displacements withsevere humanitarian consequences. De-spite great progress towards sustainablepeace in all the countries of the region,sporadic violence continues in some ar-eas, particularly in the Eastern DemocraticRepublic of Congo (DRC). Conflicts in theGreat Lakes Region are highly interlinked,with political and military alliances, refu-gee movements, and ethnic solidarities ty-ing the fates of the countries of the re-gion.

This publication on Pro Poor Land Management is based on the Handbook on Best Practices, Security of Tenure and Access to Land. It briefly describes recent innovations at the global level in the field of pro poor land management. It shows how governments, including local government and other stakeholders, are coming to grips with implementing the land related principles enshrined in the Habitat Agenda at a practical level in the cities and towns.

Globally, the conservation and tourism sector is being enthusiastically promoted as one of the key mechanisms to catalyze rural local economic development. This is particularly relevant in South Africa where tourism is considered an important sector for Black Economic Empowerment and community development. However, there is increasing concern that the impact of tourism and conservation on local communities is not always beneficial and can include a range of negative livelihoods consequences.

The dramatic increase in migration and settlement in several areas where indigenous people live is leading to a multitude of problems for the original inhabitants. Lowland immigrants are taking advantage of the vulnerable situation of indigenous people, and the absence of regulations, to lay claim to the people’s traditional lands. Illegal land transactions are taking place at an alarming rate without thought of the problems that would result from widespread landlessness among indigenous peoples or the impact this is likely to have on the remaining forested areas.

ABSTRACTED FROM THE INTRODUCTION: My focus in this paper is on the kinds of development pursued by state agencies and large international aid organisations, and specifically, the displacement effects of what I am calling the new land tenure reform agenda. I will illustrate my arguments through an account of the Land and Forest Allocation Programme in Laos.

The Handbook on Best Practices, Security of Tenure and Access to Land--Implementation of the Habitat Agenda (2003) reviews material produced by UN Habitat partners up to and including 1999, in terms of the implementation of the Habitat Agenda. At the time of publishing, this document was the most comprehensive global overview of progress made in countries towards achieving the Habitat Agenda in the area of land tenure and land management/administration.
