El presente Decreto interpreta el artículo 135 de la Ley de Reforma Agraria, en el sentido de que la facultad que corresponde al Estado de conocer y resolver todo lo relacionado con la tenencia y explotación de las tierras destinadas a la reforma agraria, incluye el arrendamiento de tierras rurales susceptibles de uso agrícola o ganadero.
This Chapter authorizes the district administrator of each administrative district to execute leases and other use agreements of public land of a duration of not more than 25 years to Trust Territory citizens or corporations or other business associations wholly owned by citizens of the Trust Territory.

This Regional Law establishes the conditions for allotment of parcels of public or municipal agricultural land on lease to citizens for haying and grazing. Agricultural land parcels shall be allotted to citizens on condition of ownership of agricultural animals thereby. Minimum land area shall be 5 ha.
Under the Act, “settlement” includes “an instrument or instruments which under this Act or the corresponding previous enactments is or are deemed to be or which together constitute a settlement, and a settlement which is deemed to have been made by any person or to be subsisting for the purposes of this Act”, what constitutes a settlement is defined under section 8.
