Public investment, together with institutional and policy reforms, has contributed substantially to rapid economic growth in rural China since the late 1970s. This rapid growth has also led to dramatic reductions in rural poverty. In this study we use a simultaneous equations model and time-series (1978-97), cross-sectional (25 provinces) data to analyze the differential impact of different types of public investments on growth and poverty reduction in rural China.

Increasing competition for water across sectors increases the importance of the river basin as the appropriate unit of analysis to address the challenges facing water resources management; and modeling at this scale can provide essential information for policymakers in their resource allocation decisions.

Latin America and the Caribbean are relatively well endowed with water resources. However, population growth and rapid urbanization are putting considerable pressure on water available for irrigation. Local and regional water scarcity problems are exacerbated by severe water quality problems; and wastewater is frequently used for irrigation. Moreover, prospects for new investments into irrigation development appear limited.

The Asian financial crisis led to a major devaluation of the Indonesian exchange rate, macro instability, and the need for a “structural adjustment” program. The real devaluation affects prices throughout the economy and has a major impact on growth, production, deforestation, and income distribution in the Sumatera region. This paper uses computable general equilibrium (CGE) models —a national model and a regional model of Sumatera— that focus on agriculture to explore the impact of a real devaluation on the economy of Sumatera.

Recently scientists have started to examine how land-uses and land-use technologies can help mitigate carbon emissions. The half million small-scale farmers inhabiting the Amazon frontier sequester large stocks of carbon in their forests and other land uses that they might be persuaded to maintain or even increase through the Clean Development Mechanism (CDM) of the Kyoto Protocol.

Longitudinal household data can have considerable advantages over much more widely used cross-sectional data. The collection of longitudinal data, however, may be difficult and expensive. One problem that has concerned many analysts is that sample attrition may make the interpretation of estimates problematic. Such attrition may be particularly severe in areas where there is considerable mobility because of migration between rural and urban areas.

This paper develops and applies a new approach for analyzing the spatial aspects of individual adoption of a technology that produces a mixed public-private good. The technology is an animal insecticide treatment called a “pouron” that individual households buy and apply to their animals. Private benefits accrue to households whose animals are treated, while the public benefits accrue to all those who own animals within an area of effective suppression. A model of household demand for pourons is presented.

As in most low-income countries, the majority of the poor population in Viet Nam is found in rural areas, where agriculture provides the primary means of livelihood. It has been argued that an agriculture-based development (ABD) strategy is more appropriate for Viet Nam at the present time than both import-substitution and export-led industrialization, considering its effectiveness in generating income opportunities, directly and indirectly, for the rural population.

This paper constructs a framework for and reviews studies on property rights reforms in the agricultural and natural resources sector. In the case of agrarian reform, several hypotheses are posited: that agrarian reform will increase the rate of capital accumulation of beneficiaries and improve tenurial security, but may have negative impacts on land access, investments of landowners, and efficiency of land use. For the natural resources sector, the implications of open access and promotion of property rights are surveyed for the Philippine case.

This Regional Law regulates management and conservation of water for the purpose of use of water, protecting water from pollution, management water basins, and protection from flood and erosion and other negative impact of water. Within this framework it also provides for tasks, functions, powers or rights of bodies of the Tuzla Canton, municipalities, and other legal entities and citizens. The Act shall apply to surface waters, water springs, natural lakes, and water in artificial accumulations, retentions and lakes, underground waters and thermal and mineral waters.
