The Government of Moscow, for the purpose of more efficient use of land, decrees to consider proceedings of the registration and inventory of land tenants a priority issue for the city of Moscow. The Government of Moscow decrees to entitle the prefectures of administrative districts and managing bodies to render Moscow land committee assistance in carrying out the set task. The Government of Moscow decrees to validate the Regulations on elaboration and legalization of ordinances of the prefects of administrative districts regarding the ascertainment of the right of land ownership in the process of the registration of land tenants (Annex 1) and the Program of planning and prospecting work for the purpose of ensuring the realization of land reform (Annex 2). The Regulations are carried into force for the purpose of regulating the procedure and shortening of terms of the registration of land tenants. Land registration on the grounds of the use of city land is carried out in four stages: I stage is data collection regarding the plot of land and the formation of land surveying file; II stage is the ascertainment of the right of land ownership by the ordinance of the prefect of administrative district; III stage is the legalization of the right of land ownership by means of official registration and issuing by Moscow land committee of the contract on lease or the certificate of state registration of land; IV stage is the entry into the City land register. After the conclusion of the IVth stage citizens and juridical persons are recognized by the state the right of ownership to the plots of land and the legality of land transactions as determined by the acquired right. All the land transactions become valid after the corresponding entry into the City land register that is kept and is in custody at Moscow land committee.
