The Government decrees to establish that in the process of sale to individuals and juridical persons of public plots of land or the right of lease of the above-mentioned plots of land the expenses of the authorized institution deducted from revenues must include the following items: a) expenses for the valuation of the plots of land for the purpose of determination of their market price; b) publication costs for publication of the information regarding tenders for sale of public plots of land or the right of lease in the official editions; c) expenses for the organization and carrying out tenders, including enlistment of services of the professional auctioneers or tender commission, as well as independent experts; d) expenses for the official registration of materials and documentation, including contracts for the purchase and sale of the plots of land or their lease; e) remuneration of the authorized institution. The Government decrees to establish that the amount of expenses subject to deduction must be calculated on the basis of factual expenses established in the paragraph 1 but must not exceed 3%.
