The Act consists of 36 sections divided into 7 Parts; Preliminary (I); Central Water and Sewerage Authority (II); Administration (III); Water and Sewerage Works (IV); Financial (V); Rates and charges (VI); Miscellaneous (VII).Section 2 contains interpretations and defines “water” for purposes of the Act. The Central Water and Sewerage Authority is established under section 3 as a body corporate. The Authority shall investigate water resources in Saint Vincent and the Grenadines and make recommendations to the Minister regarding water management and conservation, it shall carry out surveys, prepare estimates of water and sewerage requirements, construct, maintain and operate water supply and sewerage systems, supply water, examine and survey water resources, etc. A Board is established under section 6 for purposes of management of the Authority. Provisions of the Schedule to this Act shall regulate the constitution of the Board. The Board shall appoint a manager, the duties of which are set out in section 9. All water bodies are vested in the Government (sect. 11). The Authority shall control water for the public benefit in accordance with section 12. No right of use or pollute water or construction of waterworks shall be acquired otherwise than by virtue of this Act (sect. 14). The Board may acquire land for the public interest under section 15. Powers of the Authority to enter land for purposes of this Act are defined in section 16. The Authority may construct and maintain works on private land pursuant to section 17. Section 18 provides for compensation for damage caused by public works, but benefits deriving from works shall be paid for in accordance with section 18. The Minister may declare water protection areas pursuant to section 21. Regulation making powers of the Authority are defined in section 33. Section 34 prescribes offences.
