The Law provides for mining and exploitation of mineral resources as natural gas, petroleum, crude oil and assorted minerals. Prospectors must apply for a prospecting licence that shall be granted after the payment of a fee.
An autonomous public authority is established to take care of persons that have little or no land, the utilization of idle lands, the alleviation of unemployment, and the conservation of forest, soil and water resources in consultation with appropriate Government agencies.

This Act grants the power to the Minister responsible for ports and harbours to carry out construction of coast protection works as he/she deems urgently necessary and to apportion costs of such works on the owners of any land who benefit from such works.

The amendment of section 5 concerns the publication date of proposed controlled transactions (at least ninety days before the transaction takes place) and the information to be included in a notice of transaction.
