Documento de trabajo sobre la tenencia de la tierra 18. Presenta los principales temas para caracterizar la gobernanza en la tenencia de la tierra y analiza los aspectos relacionados con la evolución de las problemáticas de política agraria en los diferentes países de América Central. Además, ofrece algunos ejemplos y lecciones aprendidas derivadas de los nuevos modelos de administración y mecanismos de acceso a la tierra que los gobiernos centroamericanos y la cooperación internacional han promovido en los últimos quince años en la Región.

The project “Community level legal education and support to help rural women secure and exercise land and resource rights, and address HIV-AIDS related tenure insecurity - GCP/MOZ/086/NOR”, hereinafter abbreviated as GCP/086, is the most recent of a series of FAO initiatives implemented, to a large extent, in partnership with the Juridical and Judicial Training Centre (CFJJ) of the Ministry of Justice of the Republic of Mozambique as well as in partnership with a number of National NGOs. GCP/086 started in March 2010.

Ce manuel de formation souligne la façon de gérer et de résoudre les conflits concernant les droits relatifs au régime foncier, la sécurité foncière et l’accès à la terre dans le domaine du développement rural. Il a pour origine des activités complémentaires entreprises sous l’égide du Programme de soutien aux moyens d’existence de la FAO de l’Unité de la gestion des terres et des régimes fonciers et de la Coalition internationale pour l’accès à la terre.

This paper sets out to explore the links between livelihood diversification and access to natural resources, and it does this bearing in mind the need to make micro-macro policy links between local level rural livelihoods and national level poverty reduction efforts represented by Poverty Reduction Strategy Papers (PRSPs).

This paper gives a brief overview of the existing UPFG laws and regulations and points out the issues that legislative bodies may have to consider with regard to UPFG. The objective of the paper is to give an overriding analysis of the relevant issues that need to be considered in order to analyze the legal and institutional aspects of UPFG. Taking UPFG into consideration, the legislation of several countries was assessed to illustrate the broad framework, the gaps, the overlaps and the positive examples of laws and regulations.

FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

En septembre 2008, le projet FAO-Dimitra a organis son troisime atelier avec tous ses partenaires Bruxelles sur le thme : Stratgies dinformation et de communication pour lutter contre les ingalits de genre en matire daccs la terre et leurs consquences sur les populations rurales en Afrique . Ce document prsente une synthse des travaux de la runion et les diffrents articles qui ont t produits par les participants, les partenaires du rseau et les collgues de la FAO, loccasion de cette rencontre.

Document de travail sur les régimes fonciers 18. Présente les principaux thèmes qui caractérisent la gouvernance des régimes fonciers et analyse les questions liées à l’évolution des problématiques de politique agricole dans les différents pays d’Amérique Centrale. Il propose également quelques exemples ainsi que des leçons apprises des nouveaux modèles de gestion des terres et des mécanismes d’accès à la terre que les gouvernements d’Amérique Centrale et la Coopération Internationale ont appuyé au cours des quinze dernières années dans la Région. The Food and Agriculture Organization of the United Nations and its partners will hold consultations on various issues relating to the voluntary guidelines on responsible governance of tenure of land and other natural resources. The voluntary guidelines aim to provide practical guidance for State governance bodies, civil society and the private sector. The voluntary guidelines will provide a basis, which interested parties can use when developing their strategies and activities.

Documento de trabajo sobre tenencia de la tierra 11. Esta publicación compartida por la FAO y Naciones Unidas-Hábitat trata de comprender y definir mejor los procesos, los mecanismos y las instituciones de la gobernanza de la tenencia en áreas rurales y urbanas. En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas. Sin embargo, su implementación en muchos casos ha sido errónea, ha sufrido retrasos o, incluso, se ha invertido.

Aumentar el acceso de las mujeres a la tierra es crucial para combatir el hambre y la pobreza. Sin embargo, las disparidades de género en el acceso a la tierra siguen siendo notables en muchos países, con independencia de su nivel de desarrollo. La nueva base de datos de la FAO ayudará a comprender los factores que impiden que las mujeres tengan acceso a la tierra, con lo que permitirá asimismo diseñar políticas mejores para afrontar esta situación de manera eficaz.

This report contains the results of a study of gender and access to forest and tree resources, women and men’s use of common lands and botanical resources, and the importance of these resources for the livelihoods of people in highland Ethiopia.
