Article 1 authorizes to make the following amendments to the Federal Law on state registration of immovable property and its transactions: (1) Item 3 of article 7 is supplemented with the following paragraph: "President of State Auditors’ Department, his deputies and auditors of State Auditors’ Department for the purpose of ensuring the functioning of State Auditors’ Department". (2) Item 2 of article 8 is supplemented with the following paragraph: "President of State Auditors’ Department, his deputies and auditors of State Auditors’ Department".

The President, for the purpose of maintenance of realization of the property rights on ground of the citizens, legal persons and state, acceleration of becoming and effective regulation of the market of grounds of the occupied items, other grounds of not agricultural assignment, engaging of the investments for development of the occupied items, increase of receipts in the budget, decrees to approve the Basic directions of development and regulation of market grounds of the occupied items, of other grounds of not agricultural assignment (according to the Annex).

The Government decrees to validate the Regulation. Federal Geodetic and Cartographic Service (ROSKARTOGRAFIJA) is Federal Executive Body entitled with special functions (executive, control, supervision, authorizing, regulating and so on) in the field of geodetic and cartographic activity and denomination of geographic objects. ROSKARTOGRAFIJA is a specially authorized Federal Body in the field of environmental protection within the sphere of its competence as well as in the sphere of denomination of geographic objects.

The Government decrees to establish that State Committee on Land Policy is a Federal Executive Body entitled to carry out inter-departmental co-ordination of the activity in the sphere of land relations, as well as the functional regulation in this sphere, including keeping state land cadastre, cadastre valuation of land, land survey and state control over protection and use of land.

The Government decrees to establish that the Committee of Municipal services is the legal successor of the re-organized Committee on Land Reform and Land Resources.

La presente Ley modifica el Decreto Legislativo Nº 667, Ley del Registro de Predios Rurales, en lo relativo al procedimiento de oposición a la inscripción de la prescripción.

El presente Decreto aprueba el Texto único de procedimientos administrativos (TUPA) del Proyecto Especial Titulación de Tierras y Catastro Rural (PETT), que incluye un procedimiento que posibilite el acceso a las personas a la información que posean y produzcan.

La presente Resolución, considerando que se han ampliado las funciones del PETT, deja sin efecto la Resolución Nº 689-99-AG y, consecuentemente, la Guía de servicios del Proyecto Especial Titulación de Tierras y Catastro Rural (PETT).

La presente Resolución modifica el Texto único de procedimientos administrativos (TUPA) del Proyecto Especial de Titulación de Tierras y Catastro Rural (PETT) del Ministerio de Agricultura, con el fin de permitir el acceso de los ciudadanos a la información de los servicios a prestar por el PETT: el servicio a prestar, monto del precio y forma de pago.

The President, for the purpose of conformation of normative legislative acts of the President of the Russian Federation to some Federal Laws decrees as follows : 1). To invalidate items 3 and 4 of the Presidential Decree No.480 of 1993 “On additional measures for the allotment to the citizens of the plots of land”. 2). To invalidate paragraphs 1,2,4,7 of the item 3, paragraphs 1,2 of the item 5, paragraph 2 of the item 8, paragraphs 4,9 of the item 9 of the Presidential Decree No.167 of 1993 regarding the regulation of land relationship and the promotion of land reform in Russia. 3).
