This guide on Leasing agricultural land is designed to provide information on leasing arrangements in a format that can be used by grassroots organizations that work with small farmers and others in rural communities. Fair and secure leasing arrangements that balance the interests of the tenant and the land owner can lead to improvements in access to land for farming, better agricultural production and improved access to food. At the core of most land-leasing arrangements are three issues shared by tenant and land owner alike: risk, security and trust.

It is increasingly recognised that migrants constitute an invaluable resource for development and poverty reduction in their home countries. For many developing countries, remittances from overseas migrants exceed development aid and foreign direct investment volumes. Moreover, remittances from migrant relatives, either internal or international, are often the main component of rural households’ incomes. Unlike aid, remittances flow directly to individual households and unlike loans they incur no debt.

It is based on FAO’s Land Tenure Studies Number 5, which focused on rural property tax in Central and Eastern Europe. The response to that guide showed a need for information on rural property tax systems to be more easily available in other regions. In addition, this volume places a rural property tax more explicitly in the context of decentralization.

Social and cultural beliefs often discriminate against people because of gender, social class or ethnic group.
